The entire purpose of war is to kill people, break stuff, and keep the spoils for yourself. Otherwise, what's the point?
My opinion is that you've allowed too many loopholes in this game (why, are you planning to exploit them all?) for a Beginner-level game. How many Stars novices would lose interest in playing this game that (a) allows things that nearly all experienced hosts and players disallow and do not use; and (b) robs them of the fun of beating an opponent fair and square?
I would recommend something like the Children's Hour of Science series (Overworked, right?) for beginners as a much better and learning-friendly environment. There aren't any CHoS games on right now, but perhaps they will be posted in the near future (hint, hint).
Good luck with your game. I hope you don't disenchant anyone from playing Stars with it.
