Scenarios that you described don't fit in situations when use of Mineral Upload is appropriate: You can't launch packets without a starbase. And you can't use freighters if you don't already have them in orbit, and your starbase has been destroyed so you cant build them. This scenarios are appropriate if used sometime before the planet is attacked.

Sure they don't fit, that's why EDog said "close equivalent".
Using the Illegal Mineral Upload is plain cheating IMHO. Next to making minerals disappear in an what would normally be impossible way, it's denying the conqueror of the planet his rightful price for all his hard work and time he invested, it ruins fun, it hurts in Real Life outside the game!
