Yes, ripped from Schlock Mercenary (www.schlockmercenary.com, the major arc from 2001-2006 I think)

1 race is the Wormgate Corporation and controlled by the host. They are triimmune, IT and start with infinity/infinity gates on fully decked out ultrastation hulls on selected planets, their "buuthandi" (hacked to be edged in all stats), setup so that the gate network covers the entire Huge Packed galaxy. They aren't allowed to colonise any other planets due to their unique biology (they can't live on real planets).

Everyone else is not allowed to be IT, and starts normally. There are no restrictions on what they can do.

The Wormgate Corporation starts allied to everyone, however they can change that if a race breaks the terms of service, ie does one of the following: a) conducts a battle at a buuthandi, b) attacks them, or c) gates from the Corporation's network to another or vice-versa (this can be checked by having large penscanners around each buuthandi). A race that has breached the terms of service can only regain standing with the Corporation by paying a fine of 2k of each mineral to a Corporation buuthandi, and until then will not be able to use the Corporation's gates, and will be liable to be attacked by the Corporation's far superior fleets (they start at full tech, but aren't allowed to pop-drop). The Corporation can also choose to permanently refuse a client access, if they break the rules enough times (this is at the player's discretion).

To make it fair to the players and give them a possibility to eventually defeat the Wormgate Corporation, the Corporation has rock-bottom economic settings and their planets are VERY spread-out. Say 20-30 in the entire universe.
