A game like this has been advertised (and played) before, 2 (mabye 3?) years back? I think 9 players started all alone in their square? Host was ... EDog? Maybe he can give you some tips ...

I did host a game very similar to this one. I had a non-playing third party use the Universe Creator application to move one player's homeworld into each section. VCs were to completely control three sections in a straight line ("completely control" was defined as "no enemy vessels or colonies within the boundaries of a section").
Xdude is famous for reorganized setups; about the same time I ran Tic Tac Toe I, he did us all one better by running Connect Four. I suggest you check with him about setup notes.
I suspect you should not allow IT or PP races due to the complications of moving second starting worlds (ie: UC doesn't allow it, or it doesn't work right, or something). Darn. I've really been having fun chucking rocks recently.
All that being said, I'd play in this one. Count me in if you can work out the starting position details.
