How about announcing ALL of their worlds are off limits, then take them over with the observer race? You'd then have resources, minerals, and production centers to implement any new ideas you want to try, like maybe acting as a trader race, or some kind of periodic reward system for hairbrained contest ideas or something.
If they own a lot of planets, maybe announce the "release" of one here and there for conquest, periodically. That way they would all eventually be returned to the remaining players, without one or two players being able to snatch them all quickly (which COULD drastically alter the course of the game).
Or just sit on them and make sure nobody takes them, ever. If their position is such that it's not going to hamstring their neighbors (whose only option may have been to expand through them), just sitting on them might be best.

Since the first two dropouts, this issue has not been addressed nor the rules updated for clarity. Are ALL dropout HW's off-limits, now? The webpage still says "two".
I guess I don't really care much whether or not they are all off-limits or not, but I'd like to know for certain if such is the case, or if that ruling only applies to the first two races which dropped, since there are a few of the latter dropouts near me. If it's just the first two, I need to know who those races are.
Alternately, just remove the restriction altogether because with 80% of the galaxy dropped out two off-limit HW's isn't going to matter anyways. Might as well make their victorious neighbors happy for the prize.
