What it does is figure that if you have a 20% chance of hitting a mine for a given size field, then you will need 5 chaff to hit it.
Which, for that example only, has a 67% chance of hitting a mine. That's why it's a good idea to use a bit more then it calls for.

Presumably it assumes stuff like overshooting to go out the far side of the field?

It does assume that you're doing a decent job of chaff sweeping, however, it will realize that you may not be able to do that (if you're too far for your speed).

I found a bug... It increases it's estimate of the chaff needed when using CE even if you are sweeping at warp 6 or less (which would be insane, I know )

Heh, yeah, I never considered that.
Note, I'm not the only author of the program, Dan Neely did the initial work and the algorithm, I just wrote the GUI.
