Am I right that you have to have both races set each other to at least "neutral" to allow a fleet transfer to take place.

"Friend" isn't needed, but "Enemy" will prevent it.

Without testing it and from memory but nevertheless rather sure I'd say: Friend status is needed.

I think it's friend or neutral. I had a fleet of tech scrappers accidentally transferred to me in All Quiet by a non-ally.

Interesting.

Is there an article somewhere that lists all the effective differences between the friend/neutral/enemy settings? I looked and could not find one.

I don't think there is a list of all the differences.

Here are some from memory.

One important difference is for diplomacy, where you can set someone to neutral (denying them gate use and refuelling) while still setting your armed ships to not attack them. That shows one difference there, a neutral cannot use gates or refuel, only a friend can do that. In that case it is the relation of the owner of the starbase that decides, IIRC it is possible for a fleet to gate in and then attack the gate they just gated in through. The owner of that gate would probably be correct to call that backstabbing, of course.

Minefields block both neutrals and enemies (according to the owner of the minefield).

If a fleet is at the location of a battle and has at least one of the races involved in the battle set to friend, then that fleet takes part in the battle, siding with the race they have set as friend - But what happens if the race has both participants in the battle set to friend ?

If a fleet is at the location of another fleet and has battle orders to attack that fleet, then they attack that fleet. Those battle orders usually involves having the other fleet set to neutral or enemy.

You cannot receive a transferred fleet from a race you have set to enemy - As magic9mushroom also says IIRC you can receive a fleet from someone you have set as neutral.
