I am re-installing my stars on a different computer but lost my serial #, is it someway accessible in the program on my originally installed computer?

I fear the answer is no. Modern programs would show license details in the Help/About section but Stars! does not do this.
In the stars.ini file there is an encrypted gameID number but if this is the serial number I think it is tied to a specific computer - but I guess you could try pasting this into the .ini file of your new installation and see what happens.
I understand Ron can issue a new serial number for a small fee. This is probably the best solution.

Quite right, the encrypted numbers are based on the serial number and the machine configuration and is stored in the stars.ini file.
Thus, simply copying the stars.ini won't work. The executable will throw up the serial number box, if u do.
