Nope, that's not how it works, and player number doesn't matter either. 
The "fast" popdrop method that I often use involves one party staying in orbit of the popdrop site with just one transport, always dropping at WayPoint0 (manually), while the other party "loops" in and out of the planet with two transports, always dropping at WayPoint1 (automatically). 
Thus, both parties invade once per turn, maximizing their chances of getting tech, which are capped at exactly 1 tech max per turn per race, by whatever means.

Hmm, perhaps I went one step further... I was talking about 3 invasions in the first year and then "double invasions " in the second year, which would then loop.
Thanks for correcting my terminology though.
Edit - you are quite right in pointing out that you can gain only one tech a turn, just the chances increase with every pop drop.
