Nonetheless, for other brethren like yourself, I propose
301e.
When a proposed rule-change is defeated, the player who proposed it gets -10 points. Each vote that rejected the proposal gets +2 points, while each vote that voted for the rejected proposal gets the voter -2 points. Any vote on the said proposal that does not fall in either of the 2 categories gets -2 points as well.
If the proposed rule-change is accepted, the player who proposed it gets +20 points. Each voter that voted in favor gets +5 points while all others who voted on the said proposal get -5 points each.
I know my minefields.. but I'm a chaff sweeper.

You're still giving points to votes rather than players. I suggested some wording here to clear up all of this.
Also, if you read the initial rules carefully, you'll notice I make a clear separation between eligible voters and players both of which are carefully defined. Eligible voters don't have points. Players have points. Your reference to "Each voter" is unsupported and vague.
