Wolf/Lamb tech transfer is faster than scrapping? |

I usually use 7 fleets scrapping on my ally's planet (94.10%), but with WP1 scrapping orders, my scrappers didn't scrap over my ally's planet the same year. They only scrap as WP0 orders.
I need to transfer Weap 10. Ally is at Weap8.
That means that I build ships in
2427 - Ships built
2428 - Ships move and WP1 fails
2429 - WP0 scrap and they get a tech (Weap9).
2430 - WP0 scrap of 2nd fleet and they get Weap10.
With a wolf/lamb
2427 - Ships built
2428 - Ships move and meet ally wolf that has "specific attack orders". Battle commences and they get tech (Weap9) in 2428 itself.
2429 - WP0 scrap of 2nd fleet, so they get next level of tech too. (Weap10).
So first question :
If I'm allied to someone, can he still have his ships shoot down my ships with targetted orders and will tech transfer happen?
Second question :
Also are the chances of tech exchange still the same or are they different?
For scrapping -
1 fleet is 33.26%
7 fleets are 94.10%
10 fleets are 98.25%
Do they apply for wolf/lamb as well?
Third & Final Question :
Ten fleets (single ship) getting blown up in 10 different locations
are same as
10 fleets (10 fleets of 1 ship each) getting blown up in 1 location ?

No - For normal(not MT) tech each battle or fleet_scrapped counts as a single tech gain opportunity.
5 battles+5 fleets scrapped = 10 battles = 10 fleets.

Conclusion : So no matter how many fleets or scouts are there in a single battle, they will be only one single tech gain opportunity.
That means it makes more sense to just have 10 wolf/lamb sites set up, with 1 lamb at each site.
Main question : Did I mess up in the game with my WP1 tasks?
Do ships not scrap at non-owner planets with WP1 tasks?
Secondary question : that means wolf/lamb is faster than scrapping.
