Set everyone to enemy at start. There is no mandatory wait before making your first ally, though for purposes of logistics and strategy it may be advisable to find out who and where your other neighbors are before deciding.

After possible fall of alliance ( death of ally, broke of alliance ect.) after another 10 turns different player than ex-ally may be set as friend ( and new alliance raised).

Exactly so. This discourages *bending* the one ally rule. But leaves open the chance to withdraw in the event you want a change, if for example your partner isn't pulling their weight.

I will allow it if there are no objections. The universe size and density will remain at Medium and Normal. With 9 players the average number of stars per player would change from 36 to 32. With 10 players it drops to 28,8.
