Valid reasons but nevertheless I wouldn't propose a regen.
I hate it when people play a race design optimized for a good HW but which is hopeless with a difficult start. It's part of a good design and flexible strat to be able to cope with such problems.
In this game all play ARs.... so it's fun to find ways to cope with an ironium shortage.

With all playing AR, you shouldn't really need the host to watch any concs, it's the same boat for everyone, although I suppose really bad iron would give a small advantage to anyone who found a high iron conc world right next to their HW. For sure, if you had to choose between asking him to check concs or check positions, it's positions you'd want him to check.
Low germ shouldn't affect an AR much. I suppose a high growth -ISB AR might suffer a bit more than others

True, everyone is in the same type of boat but the experienced players (who took a RW point penalty) have their boat loaded with minerals whereas the beginners have an empty one. Of course, a beginner could decide to leave RW points to have more starting minerals but that means they no longer get an inexperience bonus.
In this game I agree that low Germ MC won't matter even tho colonisers cost abt. 30 Germ. You may have experienced a Germ crunch in testing if iron MC was high tho. Depending upon your strategy you might have problems in building SS/US bases because of low Germ MC on colonies because remote miners might be rather expensive requiring Germ importation.

Far from impossible... In a suitable universe (medium or bigger, not sparse, not too crowded) they can be extremely strong.
Played well, their resources are comparable to most -f races (excluding CA, IS,) so competing on resources and tech isn't really the problem. Competing on metal in early game is the tricky bit. Specifically, the big challenge is surviving the early jihad era (when missiles outrange beam orbitals but you are still iron poor.) If you make it through that, you'll notice your neighbours slowly shift from laughing at the AR, to being intimidated by the AR.
I've once had the pleasure of taking an AR to the end game against normal races... It was disturbingly effective. Resource growth went absolutely wild (like any -f on the offensive), mines cost about 1.5 resources each, and thousands of torp nubians were deployed as a result... And yet turns were quick (unlimited minerals simplifies Stars rather a lot
