penalty for lots of LRTs?

I was reading an article from Art Lathrop (my mentor!) and it says you are penalized for over 4 LRTs....

Can someone tell me more about that? I love LRTs (IFE, ISB, NAS, RS, OBRM, NRSE) and wonder if my love for these things is hurting my race?
