No problem. I've done a fair bit of that. Let me know if you want any special conditions such as minimum or maximum MCs (don't make them too demanding - getting 4 teams into corners is not easy).

Not if I'm doing it. It is likely to take over 100 attempts to get just one good universe. I can, however, move some planets around if there is a big disparity between quadrants.

What makes a universe good that it takes 100 gens to find?

Getting exactly 2 teams of 3 on the left side of the universe is the main problem.
If the 4 teams are ABC, DEF, GHI & JKL then one member of each of 2 teams on the left is pretty much a given & it doesn't matter which teams they are - lets say it's players A & D.
Chances of BC & EF also being on the left is 1 in 16 & then there is a chance of getting <> 6 players on the left so let's say 1/25.
If the left side requirements are satisfied then the right side will be too.
However, if the game is to be balanced, then each team must not have major advantages over the others eg.
1. If one team is significantly closer to X=1600 than others then that team should be able grab more planets.
2. If the average distance between team members is much greater than for another then they have a number of significant advantage such as getting tech exchange going early, helping with refueling, etc.
3. While it's easy to balance the number of planets in the southern & northern quadrants by moving planets it's not so easy to move planets between east & west. It's not uncommon to get a 55%/45% planet split in favour of one hemisphere.
So I'm estimating that only 1 in 4 universes will not exhibit flaws such as those.
1/25 x 1/4 = 1/100.
Even then I expect that there will still be minor imbalances.

yikes...I'm so glad my only pre-SHE go at remapping was for two teams of 6(north & south). Somewhere in all those utils I never tried I always assumed there was something to make it easier.
