Each ship has a base initiative which is added to each weapon it has to give a total initiative for each weapons, if the ship has different weapons then they have different initiatives.
For eample, assume you had a cruiser(init 5) with sappers (Init 14) and collies (init 5) against a battleship(init 10) with collies, the cruisers sappers would have init 19 and the collies 10, the BBs collies would have init 15. The weapons will fire in order of there total init so the sappers will fire first, then the BB collies and the the CC collies if any survive.
When weapons have the same init then the order they shoot is random but it keeps the same order then throughout the battle, ie the order doesn't change between rounds once it has been decided which personally I think is very unfair, the choice of who fires first on identical ships is independent of the choice of who moves first.

When ennemy ships have the same initiative, the order in which they will fire will be decided randomly at the beginning of the battle and will stay the same for the whole battle.
In practice, it mean that, given even odds, the victory is completely random in a 50/50 chance. You either win by firing first, or you don't.
