I don't see that it really matters that much, so long as they aren't slowing the game down massively (and I don't think anyone is, if you're referring to the gunboat game).
One possible solution (I know this could be true for me at some points in the future): Maybe they can only access the net at work, but can't play the game there? So they have to play their turn at home before/after work, or on their lunchbreak, then upload it when they get back to the office?
