In what circumstances are range 0 weapons useful? And what's good to combine with them on a ship?

Few. I'd say blackjacks on a SB when enemy is flying yaks. Very high firepower and SB gets range +1.

SPEED ... and lots of shielding/jammer to take punishment while trying to get into range. And make them light enough to ensure last move ...

Range 0 ships are sometimes used as base killers, especially against ARs.

As Micha says, they need speed & the ability to withstand plenty of punishment.

I wouldn't bother myself.

Actually, I just remembered a time when I used BBs equiped with bludgeons to help defend a base. That worked but, as one would expect, it worked only once (before my enemy realised he needed a different BO).

Also, range 0 weapons can be useful on bases in the early game if your enemy ship is range 1.

Are they any good otherwise on ships? Looks like they'd be bad anti-beam, but anti-torp maybe? with jammers?

WM is I think the one race that can use the range 0 weapons. This is because they get the .5 movement bonus and the BC hull. The movement is vital as that is one of the two issues with range 0. The other issue is that even with a move of 2.5 the extra mass of the range 0s means that ships so armed tend to move before other beamers in each round. The WM can compensate for this by being lighter than opponents BBs by putting the range 0s on BCs. As an extra bennie they get the massively damaging Blunderbuss (power of 592) at Weap19.

It would be nice to build range 0s and have them go after just the opponent's missile boats, but the battle orders do not give the option of differentiating between different types of Armed Ships. So the range 0s tend to spin their wheels trying to catch the beamers that they first encounter while taking damage from both the beamers and eventually the missile boats once the chaff is all gone. Typically range 0s get destroyed before doing any damage to anyone.

I'd guess they're one of those things you want to keep in the back of your mind, just in case you have the perfect opportunity to use them as a counter design to whatever the opponent is fielding or exploit some other opportunity, but shouldn't use unless that situation arises.

Example
You are behind in weap (say 14 against 16)
So you build a very light BB with R2 weapons as a counter to his R3 ships.
He gets W18 and fields a number of R1 ships (say battle cruisers?) which are even lighter. Takes advantage of the higher damage of the W18 beam and works as a counter to your R2 ships.
You then field a super light (cruiser?) with R0.
(yes I know R3 would be better - but maybe you havent got to W16 yet).

In summary - very rare and would only work for a very short time window.
