Matt/mlaub, are you in? You asked first, so you have the 8th spot if you want (but you sound like one it would be fair to impose a panelty on?)

Player penalties isn't usually something you make a vote about. It's the host's decision. And as we see in this discussion, there is wisdom in not making a vote about it.

If you ask what kind of penalty: points, definetly not enforced PRTs.

Looking at the rules, I see some rules that were in the initial post but are not in the edited final version.
ie:Weapons, propulsion, construction and electronics tech may not be cheap.

I have been assuming that the edit posting is the final one, is this correct? Thus weapons can be cheap ???

You are correct, all may be cheap. As Altruist pointed out, players will likely have to make a trade-off what techs they want cheap. Very tough decision to between Weap, Prop and Con and to some part also Elec, if you ask me.

EDIT: I would go over the edited post to make sure it is fully updated, but for some reason I can't edit it any longer - help!

Hi Guys, not much further on the penalty issue, so as host my desicion is that we play with penalty points.

8 Players:
Oijho, Altruist, Per and Mlaub (if he still wants to play): 70 race point which can be set to whatever you like.
Oldmetalhead, Sulpholobus, Dashiva, ThiefLord: free pick on any shelf (within game rules of course).

If I don't hear from Matt/Mlaub very soon, leknufrag will take his place.

With 8 players the universe size will be medium, sparse, no streching.

Last thing: Gen schedule: I will set up Sunday to Friday fixed at 5 a.m. GMT, (i.e. Friday and Saturday evenings are free). Any other wishes?

It's time to get you race files to Gible. Gible: thank you for your help.

Still no conclusion as for CA. If i can express my opinion, CA should left at least 150 points.

Could you please set the schedule as to generate at 10 a.m.?

I will follow your advice (almost):

CA must take either MA or UR, and leave 70 race points (in addition to any penalty)

That should effectively add up to about 120 points.

OK...just to make sure that *I* have everything straight...

Race specs must be:
NOT: JoaT, PP or IT
NOT: IFE, ISB or NAS
MUST: NRSE
CA MUST: either UR or MA (or both) and leave 70 RW points
HAB:
two bands must be exactly centered(or immune), the third must include the center value.
iojho, Altruist, Per and Mlaub: minimum 70 additional RW points leftover, spent however they want. (ie 140 if CA)
Oldmetalhead, Sulpholobus, Dashiva and ThiefLord: NO required additional RW points leftover.

Setup is:
Medium, Sparse, Distant (not stretched)
AccBBS: ON
No Random Events: ON
The rest: OFF
HW hab values for races with immunities will have thier HW immune-habs(only) edited to the center.

All correct?

Game starting mini colonizers with settler's delight must be scrapped, i.e. you cannot use them on the first year.

Yes, the diplomacy setting still apply: from the year you start having someone as friend in the diplomacy setting, and/or cooperate with them in the way only friends are allowed (trading of any kind, etc.), 10 years must pass before you cooperate/trade with someone else (and dropping your current ally of course)

FINAL UPDATE: FINAL RULES FOR THE GAME (the original suggestion you can see below):

The intention is to create a game that gives the commander the same problems as that of the Pacific or North Africa theatre in WW2 where the line of supply is long and supply points (bases) are few, i.e. you have to scout and 'read' the map well and to be a good tactictian several turns in advance of battle in order to do well.

* PRT banned: JoaT, PP, IT
* LRT forbidden: IFE, ISB, NAS (exception: AR races may take ISB but they still may not build Docks)
* LRT mandatory: NRSE
* CA must leave 70 race points AND take either Ultimate recycling or Mineral Alchemy
* HAB: two bands must be exactly centered (or immune), the third must include the center value (or immune)
* for races with immunities, their HW’s hab setting will be made centered
* forbidden during the game: gates, fuel pods, fuel ships, settler's delight engine, penetrating scanners (except planetary ones)
* any ship you start the game with that are not allowed by these rules must scrapped immediately
* capital missiles are allowed
* no restrictions on tech (take as many cheap as you like)
* Only one other player may be set to friend, and/or traded (tech, ships, mins, intelligence etc) with at any one time, all others must be set to enemy. Otherwise talk all you want.
* Victory: last team/player standing or consensus

Game setup:
8 players: medium (NOT stretched), distant, sparse (27 planets/player, 81^2 ly/planet, about 480 ly between HWs)
Parameters: checked: Acc. BBS, no random events (i.e. no wormholes, no MT). The rest is not checked.
Cheats: split fleet and chaff allowed.

Other:
* players considered very experienced/skilled must leave 70 race point set to whatever they like (in addition to CA penalty)
* if a player misses two unexplained turns and is still out of contact, I will pause the game for a turn or so to look for a replacement. I have seen how fast the fun and thrill is sucked out of a game when a major player goes AWOL.
*Gen schedule: Sunday to Friday fixed at 5 a.m. GMT, (i.e. Friday and Saturday evenings are free). Later on (around 2435) we go to 3 turns/week

No longer relevant rules:
Size: 6 players: small stretched to 1000x1000, distant, dense (26 planets/player, 79^2 ly/planet, about 450 ly between HWs)

Do I understand it right that Gible checks the race files but Per will be the host?

And, ahem, I'll be gone until 4th June, so if the game starts before, hadn't thought so from the initial discussion but now everybody looks eager enough, I'll need somebody to do my first 2 turns. Just the usual stuff. Micha?
