What benchmarks should I shoot for with primitive rules?
I found rules on Gible's wiki.
Are there other resources I should seek out?
I am not sure that I understand the handicaps.
I am testing a wm w/ tt ge ce rs

Also, it is MAX growth is 8% growth. Generally, most people go with 7%.
Primitive games usually ban stargates as well though I tend to limit them to 100/250 gates.

Primitive games... If it hists 8k or close in 2450 in a small / normal universe, it's usually competitive.
The rest is up to game play.

First of all, Turindrones are SS so you don't see them very early.
In general, it shouldn't make a difference what races you are playing against. One thing is that you don't really want to colonize any planets before about year 12. 2nd, you want to be using a high factory / resource race design. I like a one immune 1 in 3 planet design. Lastly, to get to around 7 or 8k, you don't want to colonize more than about 10 planets total by 2450.
I was testing with a PP race in that test but I acheived similar results with a SS race also.
The AI likes to po drop planets so it is generally a good idea to build a few DD's to shoot down their transports.
I just took a look at the test I did for the Glacier game. In the test I have 8389 resources at 2453 so it was somewhere over 7k at 2450. The test was done in a medium / sparse universe, there are 10 colonized planets, tech levels are 7 12 10 9 4 4 with expensive construction and expensive weapons. The test had 9 expert AI's in it as well.
