I'm trying to find someone to trade tech with me since other players are trading tech except me. However, I don't really know how this works in MP.
How do you determine what fair tech trade settings are.
It's dependent on what they took cheap/exp, and then anyone could lie about such things:\ and then i keep thinking there is probably a basic formula for how much each tech level costs? like giving someone tech 8 or tech 9 is obviously worth more than tech 4-5 normally, so i need to know that formula as well.
Anyways, any help is appreciated

I'd say tech-trading is a very diplomatic endeavor, and as such you might do best by being "generous" with your partners, in hopes of them being "generous" with you later. 
As in most aspects of playing with/against humans, much depends on experience. You could probably just ask the others what trading agreements do they want and then try to haggle a bit.
