What do you have to do to increase the warp capability of a mass driver?

1) Research Energy Tech for better drivers
2) Add a better driver to your starbase (by editing the design)

And don't forget that you can have two drivers on a SB/US/DS to increase the effective speed of the drivers by one. However, this does not mean that you can overdrive by four, still only three, but the decay is reduced by one.
