Hi all,
I am back from holidays, and it's time to start a new game for you. It bases on some of my older games and adds PRT restrictions. In the last few games I have hosted and played, the games were dominated by the Econ-based PRTs. Thus, this is a game for the underdogs (AR, PP, SS, HE; WM and SD with restrictions)
# of players: up to 8
Skill level: Intermediate and above
Ranked: No
Version: 2.6/2.7j rc3/4
Autohost: Yes
Turns generated: 24 hours up to year 2430, then 48 hours. Weekends off. If you need a pause, just ask the host.
Host is playing: No
Universe size: Medium Normal, Distant Starting Positions
Starting conditions: ACC BBS
Victory conditions: Last Man/Last Team standing or consensus
Restrictions:
- no cheats (except chaff and split-fleet dodge)
- no pregame alliances
Special Rules:
Germ starting concentration will be between 50 and 80.
Everyone has to be set to enemy except one ally. The ally can be changed once every 10 years. Tech exchange between enemies is not allowed (I'll be watching!).
PRTs forbidden: CA, JOAT, IT, IS
Handicaps: SD must put 150 points to defenses, WM must put 50 points to defenses.

The game is intended to start in about 2-3 weeks.

Heh, there's been a 3i HE in every non-duel I've played where it was allowed. I've never seen one lose their first war either. But then that's quite a small sample of games.
In my opinion/experience a 6% HE is one of the races that is capable of fighting very early in the game. Not as well as -f can, of course, but I wouldn't consider it a soft target. But I didn't mean to turn this into a HE discussion

These handicaps don't make sense. I have played SD races several times. While they are fun to play, they are very weak even in comparison to the other underdog races and even 50 is a lot of points. 150 points is enough to make a CA race compatable with an SS race.
If it was up to me, I would get rid of the points, although I am not planning to play either race.
The Universe is usually not fair.

SD has lots more leftover points at the beginning of the race creation than every other race. Plus, they don't have any weaknesses, and they are very strong. In my experience, they have been the only ones to keep up with the econ races. Thus, 150 points are fair. We could debate about just 100, but I won't accept less in any case.
CA with 150 points penalty is still very strong and usually much stronger than SS if played well. I have seen this in more than one of the last games I have hosted / played (i.e. BusyW).

Yes, two small packed with 9 player each. Currently on turn 23 and 7 respectively.

Not having played multi-player before I got most of my information from reading these boards and the old news group articles.

I definately underestimated the strength of IS (mostly because I've never played one before) and will add a small penalty to them next time. I will reduce the penalty to IT a little but leave the no IFE trait as a handicap. I played mostly IT for a long time and know well what they are capable of.
I want to encourage people to try all the races, and give everyone race a fighting chance if played well. SD appears unpopular, while most likely underated, I am going to reduce the penalty a little in the hopes someone will pick it.

I recently hosted Diadochi Wars in which IT & PP (dual HW races) were banned. In that no penalties at all were set but stars were in concentrated clusters (that I called "cities" since the scenario was set in ancient Macedonia). These cities contained 14-25 stars and were 250-400ly distant with little between. Just explaining that in case you're looking for justification of the race mix.
The player populations was mixed but included ony 3 that I would class as beginners. The race mix was:
AR:4, JOAT:3, IS:2(both -f), SD:2, SS:2, WM:2, CA:1, HE:0
The top 10 finished up as:
1.JOAT, 2.CA, 3.SD, 4.AR, 5.WM, 6.SD, 7.AR, 8.WM, 9.SS, 10.AR
So as you can see SDs can be competitive. In my next game I ended up choosing IS but only after some serious thought about SD (no penalties applied in that one either).
IMO IT is the 2nd most powerful PRT & I think that penalties in an unrestricted game (PRT wise) should be along the line of:
CA:200 or 100+no TT, IT:120, JOAT:100 or no NAS, IS:50, others:0
