If I use an SD to manage that then I can just have the mine layers roaming about on a loop, that'd make detection much harder. Course they're basically off limits for killing since they're geography not enemy.

98% cloak is not necessarily a *must*, players are not allowed to kill them, as simple as that. Cloaking would be nice so they don't show on the scanners ... a matter of taste.
The setup race(s) are set to friend, sweeping of field and killing of MLs is not allowed.
Hm, maybe you could/should use two setup races. First the SD laying the fields, and the other one with sweepers on the edge so the field stays within its limits. That would be easier than figuring out how much lay vs decay etc.
With 2 races you can also have one that has all players set to friend to let them use the gates, but also one that has everyone set to enemy and therefor making sure players hit the minefields when speeding. Again a matter of what you want: minefield hits by speeding or only when being inside and taking a detonation hit ...
BTW here are some other minefield ideas from the past. (including the nebula / Black Hole )
