Question: Is it possible for a PP to pump one of his packets by intercepting and loading from a frieghter, thus circumventing the cost of building a large (or custom mixed) packet?

Slightly. The max size of a packet (or salvage heap) is slightly higher then the total of minerals in them (this is so that a full freighter in the same place can swap cargo, it needs some place to hold things temporarily). I think it's about 5% of the total, but I'm not positive. You could meet it in space and fill it up that 5%.

The packet shell is no bigger than minerals in it.

The packet shell size seems to be always in 10kT units so up to 9kT empty room is possible.

Trick that you throw big packet, then take most minerals out and only turn before it hits put minerals back does not work. Next year after taking minerals away the shell is again as big as the minerals that were left there. I have seen such things suggested in old posts so maybe some old version allowed it, but i do not remember doing it. Very Happy Also WP1 or WP0 transport orders do not let to put there more.

Salvage size is also in 10kT units ... but sometimes contains less minerals than its size is. Seems to be up to 27kT less minerals. Its not related to decaying however. Confused

Think of a mass packet as an asteroid. As it decays (for overthrown packets) its mass becomes smaller. A mass packet is not a container that contains a certain amount of minerals - it is a rock. Therefore, as Kotk has pointed out, youcan not increase the size of a packet in space, nor can you re-fill it to it's original mass. Adding 1-9kt to a packet is simply useless and would not make any significant difference on the impact (check starscalc).
