Am I right in thinking that an orbital fort counts as a starbase only for some things , and does anyone know of a list of what they are , for scrapping , for affecting healing rates etc?

Any orbital (including forts) will prevent bombing, pop drops, and negative orbital adjusters. Any orbital will get full scrapping benifits (80% of the minerals without UR), and chance of tech, type of orbital does not affect the odds of tech.

Forts repair ships at 8%, docks and bigger repair them at 20% (doubled for IS, +5 or 10% for FX or SFX). Allied ships repair at 3% (being in orbit of some one elses world - orbital or not does not matter).

Docks or bigger refuel all ships at them that you've set the owner to friend. Forts do not provide any fuel. Note that refueling happens after movement, but before combat - I've had a dock killed in combat that managed to refuel my fleets before it died.

Forts cannot build ships, docks can build up to 200kT ships, all other orbitals can build all ships.
