overpopulation

I have a question about Stars! order. Do colonists die from over population before or after a transport set to drop colonists at waypoint one drops additional colonists. In otherwords, can I drop colonists onto a world during "Between turns" and then pick then up the next year to avoid population death, or will they die from overcrowding?
