If a player is setting me to friend this turn, meaning at the moment hes currently got me set to enemy, but on his side has just set me to friend (at least thats what he said), can i go ahead and use his stargates this turn even though at the last turn generation I was red to him? Does changing player relations happen instantly when the turn is generated before the movement phase?

Changing of player relations will happen instantly before waypoint 0 since the setting of player relations isn't actually a 'process' action. i.e. If I set you to freindly status and you do the same then either of us could immediately use each others gates. The reason for this is that the relation status is contained in each turn file for each player. When any of the items in the order of events are processed, the corresponding relation status would be checked first to identify what action (if any) should take place. For instance - if your ships are moving through a minefield then the 'server' section of the game engine would check the relation status for the player who owns the minefield and see if he has you set to freind. If he does then no action is processed for hitting a mine.

Yes you can. Changing player relations happens instantly, so you can use his stargates.
If you are playing CA, this gets odd. You can set a race to friend, see their habitability settings (CA's intrinsic ability: see habitability of friends), and change the relation back to enemy. In the same turn. Confused
