I thought i heard talk long ago of some sort of stars utility that was a battle simulator. Something that would let you input the stats of ships then see how the battle would most likely be resolved. Anyone know of this or where you can download it?

There _is_ a utility that does what dreadlordnaf describes: input the stats of the ships. See the link in my post. However it has it's limits.
I used to test battles with the battlesim.zip but attractiveness is indeed not always right, not to mention battle board positions ... It's indeed best if you build your own testbed, fitting the game exactly with player numbers and techs as close as possible. That's what I now usually do (except for quick non complex battles).

Version 0.22 is up on the site now; this has a "delete slot" button and (primitive) support for energy dampeners.

I've checked your tool. Very nice work, but check the following output line:
> Round 2 : Alien Beam Nubian [15@5%,4500] shields regenerate from 0 to 4500 dp
It seems program regens shields even after they are dropped.
I also had a minor problem with saving after download. It was saved as a .ZIP, not .JAR.

The regen of dropped shields has been fixed - version 0.23 is available for download.
The download problem is down to your browser/windows settings I think. I'll have a think about the best way to try and make the download independent of browser settings.

It would be very simple, but applets run in a very restricted "sandbox" and can't access local files so you wouldn't be able to save/load battles.
There are ways around this, but it's not that simple and would require the user's explicit permission every time which would be a bit annoying.
I have also looked at using Java Web Start for launching this, but Yahoo! Geocities (which is where the site is hosted) doesn't support the right MIME type mappings.
