Lose any one of your aquired HWs and you are out. Capture a HW and you gain control of the empire that last owned it and take over submitting turns for that empire. If an empire abandons a HW that does not save them if you take it over.
3 game turns per week, but... each turn 3 years will go by.
All PRTs will be allowed but... some PRTs will have handicaps.
Only 1 gate type allowed: 100/250.
All other players set to enemy with attack all orders.
Last man standing.

Any amount of pop would do, and capture is instant. In case of tie where 2 empires capture each others HWs in same 3 years, the event that happens first (in event log) is the guy who wins.
I base this idea on another strategy game called metalknights... what it means is much easier to grow but also very risky as you have more HWs at risk. You could capture all but one empire to find out that the last tiny guy snuck a fleet near a HW you just captured and captured it after (and thus beats you).
The theory behind it is the passwords/passcodes to command your empire are stored at your HW, you need to copy those passcodes to each HW you capture to control their empire.

To balance PRTs such as SS there could be handicaps. Perhaps a bidding system at beginning of game for the most desired PRTs where guy with the bid for biggest initial points left over penalty bid wins the PRT.
Or perhaps to make things interesting forcing certain PRTs to have certain oddball LRTs and lack certain LRTs.
Or perhaps we say only one race per PRT and let the beginners have first choice with the most advanced players getting leftovers as choices.
Keep in mind that with 3 years a turn brute force and suprise are also very effective so eccon races are also dangerous.

IMO bad idea for a game. Simple work around: Don't conquere the HWs of your neighbors. Take every world BUT the HW. Only occupy the HWs if you can defend it and make sure no one else can use it.
An improved modification would be that you get control of the conquered race's empire. Would be interesting to give the defeated party a chance to sabotage acts done w/ his/her empire. Say a random chance of having an ability to make 1 or more very specifically proscribed changes. Also, with a small, but sizable chance of a 'revolution' succeeding where the player can gain his/her empire back.

In metalknights we did go for the headquarters most of the time... to grab another empire intact and have it work for you and in Stars case have all the benefits of extra PRT toys/advantages is huge.
Yet it lead to interesting weaknesses... in a metalknights team game against one of the best teams in the game, our enemies #1 player had two headquarters (one captured) relatively near each other. His grabbing others headquarters made him very strong. I managed to get a location that had the potential to attack either, one easier and the other headquarters just barely. He did't repell me and next turn I threw everything I had at the harder to reach one and managed to take it out which gave us an upset win.
If SinicalIdealist wishes to skip that and play it safe that is up to him... he likely will be also heavily fortifying his own HW.

That is exactly what I am saying to start with.

Hacked serial number ideas are interesting, but may lead to no one wanting to take another HW until the end, as hard to defend your new HWs under such a situation, (and more work for host to supervise the rules).

To add, I expect such a game to be over in around 2 months, so way quicker than a usual stars game.
