My advice in this situation?
Decommission the Dreadnought, and have it scrapped.
Have the crew split up and reassigned to various other vessels throught your fleet.
Send the captain of the ship responsible for issuing the attack orders to the salt mines on Wanker's Corner.
You must take a hard line with people like these...

btw this whole business can be exploited to help you.
In my last game I was one of the biggest powers, trying to avoid extra wars. A certain warmonger was friends with my enemies but I was avoiding war with him and he likely the same.
A certain friendly AR who had been picked on by many including the warmonger had a scout about to arrive at the warmongers planet/starbase/fleet.
So I set my unarmed scout to attack the friendly AR while neutral to the warmonger. Battle started, I got to be part of it for pretending to be 'enemy' of the AR with my unarmed scout against his unarmed scout.
As a result I now had intel on the warmongers starbase design, fleet designs, etc. Extremely useful.

I didn't need to initiate a battle. I just wanted to watch (and survive to the end for better planet intel).
IF my ship WASN'T set to attack the AR I wouldn't have been part of the battle, I would have just got a report stating battle occured at planet that you didn't participate in.
By setting AR to enemy, though he was friendly I could watch, gain ship intel (have chance at gaining tech from combat in some situations). Matter of 'choosing sides' even though unarmed.

Nope.. He's set to neutral with attack enemies only as well...

If there is one ship (or starbase) at a location that has orders to attack neutrals or, for that matter everyone, those are the player relation attack orders that all your ships will follow. Battle orders for 'attack who' are not specific to each individual token but are modified by the widest 'attack who' option of the ships / starbase present.
It would be a real pain if your battleships in orbit were set to attack enemies only, and a missile cruiser showed up with 'kill starbase' and 'kill you' but, because it was 'neutral' your battleships left it alone while your rather expensive starbase was turned into itty bitty flaming particles, making a fireworks display in the skies of your homeworld. Is this a bug, I would hope not because if it is, I sure wouldn't want it fixed. I want my battleships to blast the offensive dork that tried to kill my starbase
