The standard testbed is NOT a small/packed universe - it is a small /normal universe. I do not know where people have decided that using a packed universe is the testbed for a race design. And, if you don't test races in a semi-realistic circumstance, how can you have any idea as to how well they will perform in a real game?

Heck, even with a PP I can hit the 25k/2450 mark consistently in a small normal universe with 3 or 4 expert AI's (obviously not experts - but requires building a few warships and minelayers at least). However, I do not like to use more than 2 AI's since it is too easy to get tech gain from pop drop against the AI's.

There was some confusion about what the correct testbed is to hit the 25K benchmark... I searched the newsgroup and found some old Jason Cawley article - maybe someone is interested in this:

To see the kind of resource track you are likely to get in a real human
game, in a typical galaxy but not a very large one, I recommend a tiny dense
testbed, alone, no max mins, Acc BBS, no random events.

BTW, the only reason for no random is for tiny testbeds - random comets are
far more likely in tiny, and if one hits your HW it messes up the whole
test. A HW comet strike is quite rare in larger galaxies, but with only 40
planets in the galaxy the chance of it is significantly higher.

The reason for tiny dense (some even suggest tiny normal) is the number of
planets - 40 or 32. That is an amount you are likely to have access to in a
real human game. So it gives you a realistic estimate of race capacity, how
soon you may hit crowding issues, and how many planets you will really have
to buy the tech with. That avoids several distortions - correctly
emphasizing capacity, and making cheaper techs stronger than they are in
large test universes (in which buying the needed tech is far easier with
most tech expensive, etc).
