Single winner, last man standing or by 2/3rds vote of active players, rounded up (eg, 12 players need 8 votes, 13 players need 9). Alliances permitted, but cannot win.
Create your IT race, only the Hab settings are required. No Lrt restrictions, choose your own econ and research settings. The idea is a number of factions of the same race have been fighting to force their own ideas on the entire race, and the winner here will be able to do so.
Update: Host will be non-playing observer, must be set to friend by all, will occupy the last position.

Sounds fun, but I'm not brave enough to play huge... Could I suggest a smaller universe? say medium sparse for 8-12 and large sparse for 13-16?

1. I understand hab is locked, what about PGR?
2. How will you stop people from using the starbase cheat?
3. You should mention no pre-arranged diplomacy.

1: Yes, pgr is locked also. The idea is all the players are from the same race, so hab and pgr would be the same.
2: I know of no reasonable way to prevent this, but I'm willing to listen. Takes a lot of MM to do so on a regular basis.
3: No real way to prevent this.
re: cheats:
I don't consider chaff or split fleets to be cheats. Other published cheats forbidden. If proof of a cheat is presented, the offender will be banned for 2 turns, and the turn re-genned if the injured party requests.

Starbase cheat-
with all ITs, getting up a SB early could be decisive.
Pre-game alliances-
I've lost one game to this (about 5 years ago before they were generally recognized as a bad thing) and I really don't feel like doing it again. I think the host should at least offer promises of public excoriation to those caught. I think even knowing the rl identity of an opponent gives you an advantage. Intentionally getting into a game where you have an advantage that can't be matched by the other players is wrong.
Is cheating a big problem nowadays?
I'd like to play but I'm a little worried about getting back into it after a 5 year break only to find that my opponent exploited some loophole.

Why not explicitly allow it ?
Starbases would then effectively free which makes everyone's defensive position much stronger (all would have best armour, shields, missiles). This helps to offset the "starbases never survive mid to late game battles" problem.

That's good to hear that there's not much cheating.
I've never encountered it in a game, but I've only played 2, years ago. I did lose once to a pre-arranged alliance. I'd even bumped into their wolf/lamb setup really early but didn't realize what was going on. Later on they admitted it but this was before pre-arranged alliances were considered bad, and it was hard to convince them that they were actually cheating.

Yes. I have 5 respondents, with 6 I will start a game. I have had questions about uni size and gens.
With 6 players (+I will be a OWW observer, last one in the list), does medium/sparsesound good?
I plan to gen M-T-W-T-F midnight GMT until I get 3 players to reguest slower, then either M-W-F midnight GMT OR a 36-48 hour schedule. The daily gens would be strict gens, generating ONLY at the time specified.
Comments are more than welcome.
I had also considered a semi-blitz starting weekend, say 4-6 hour gens the first Sat/Sun, any comments on that?

yep, IT. Be sure to check the hab and pgr though.
As to the blitz, it is just a thought for starting a game, get the first 10 or so turns out of the way sooner.
