Which suggests that wormholes are 75% cloaked to normal scans, but not cloaked to pen scans. However, once detected the wormholes are not cloaked at all.

If it were possible they are cloaked in then transfer from SS player and/or overclaoker are also options.
Non-SS can make an overcloaker with Galleon loaded with 55% cloaks and cheap heavy armour, to achieve 97% overcloaker and sneak a fair sized fleet in at perhaps 80%-90%.
In early going, against an opponent with wimpy scanners, even a frigate or privateer loaded with 35% cloaks and heavy armour might sneak a little (such as a suprise sniper against large freighters)
