I see that Waypoint O and 1 Tasks occure at very different times. My question is, how do you set a Waypoint 1 or 0 task?

Waypoint 0 occurs in the beginning, before ship movement.
If you select a fleet and look at 'Fleet Waypoints', waypoint 0 is the first one listed, the location of your fleet.
If your fleet has orders to move, then a second line will be listed in 'Fleet Waypoints' window, which is waypoint 1
It is sometimes possible to have waypoint 1 at same location as waypoint 0, see my recent post in 'Known Bugs (JRC3)' sticky thead on top of Academy section of HWF.
