Here is the situation.
An opponent has me set to friend. I have him set to enemy. I know that if I initiate a battle with him he will fight back, but if I am sweeping his minefields will they hit me? Or will I be safe because I am set to friend? Thanks.

His minefields will hit you if, and only if, he does has you set to neutral or enemy.
Your fleets will sweep his minefields if, and only if, the fleet battle orders target his race.
So if he has you set to friend, but your ships are set to attack his, then you will be able to sweep his fields without having to worry about hitting a mine while moving.
(Of course if he is SD then you still have to worry about his detonating minefields regardless of diplomatic settings.)
