I am playing a game as an IT race, I have read in the guide that IT are supposed to detect other races gates. I have run some tests and other races gates do not show up. I am within range of other races gates and still don't "detect" them.
Does anyone know exactly how this works?

Starbase cloaking has an effect on this, including the cloaking obtained from ISB LRT. So for example you may have a hard time seeing the gates of an SS, till you get infinity range gates.

ALL starbases are inherently 20% cloaked when ISB is used. This includes orbital forts and space doocks. If you have a 100/250 stargate, the farthest stargate you can see is 200 ly away. SS starbases are inherently 75% cloaked just like SS ships.
This is why the 100/any gate is useful later in the game. even an SS 98% cloaked starbase with a gate is visible no matter where you place the 100/any gate in the galaxy. (2% of infinite range is still infinite range). Once you get the 100/any gate, build ONE somewhere at a non-productive planet (any low non-terraformable red will do). You will then scan every stargate in the galaxy.
