I would not go for straight 16 techs. In my last game some techs got priority, but things like bio were not left at 7.
Lots depends on what is wanted miniturized most, for example destroyers want an extra few levels of const, phasor bazookas want more weapons, etc. Race settings influence your goal.
I am happy to duel, but you didn't seem interested and Ozone is first in line now (Goober also now wanting a game).
A standard duel being normally a less than 50 turn game without diplomacy changes things. BET is more of a battleship era game with diplomacy (ship trading) type advantage. Similar with ARM if not AR (no mineral depletus to begin with).
So if you want a duel, it may be AR with ARM verses not ARM.
A propper test would be a full game situation.

By "a propper test would be a full game situation", I meant a propper test of ARM BET would be a full game situation with 8+ players, diplomacy, suprise, etc.
I was successful in my first game with BET. I planned another with ARM as part of a unusual style race but I didn't get in the game to test it. (Which is too bad, it would have been fun, I had a whole roleplaying setup to help my race have a chance).
