This is a tongue in cheek parody of the democratic political system.
Game summary: The large sparse (1500 ly per side) map is one globular cluster consisting of 384 stars, roughly 40 ly distant.
- In the center of the cluster is one world which will be identified as the "Presidential Seat." Distance value:10.
- In the center of the cluster is a circle, 75 ly radius, excluding the "Presidential Seat" which will be identified as the "Senate Band." Distance value:9.
- Surrounding the "Senate Band" is another band, with a width of 50 ly which will be identified as the "House Band." Distance value:8.
- Surrounding the "House Band" are 7 common bands, with widths of 85 ly extending to the edge of the cluster. Distance values:7-1.
Each homeworld is placed in the 1 band at the edge of the cluster.

Note: I did not spend a lot of time looking for a seed for a demo setup (therefore, there are four (actually six) homeworlds which are too close.

The object of the game is to become the President.
The Referee (the host race)
Will be placed on the presidential seat, and will vacate the planet before any player is in a position to move to that planet.
They will just be scanning the universe for completion of the victory conditions.
The Setup:
There will most likely be a slight lag time in the setup of this game, since all secondary player planets will need to be vacated.

REGISTERED Version JRC4; Players will use JRC3.
Turn generation: turns 1-20 every 24hrs, turns 21-80 3 times a week, turn 81 and beyond - player vote.
Turns generated through Autohost
Universe size & density: large sparse.
PRT Restrictions: None.
Player Name Requirements: A unique political party.(This may be present, past, or projected future)
Skill level: intermediate and above
Player number: 10-12 players.
Player positions arrayed at edge of the universe.
Accelerated bbs play.
Chaff & split fleet dodge allowed
No Public Player Scores
Random Events: Yes
The Goal Planets:
There are three types of goal planets:
- "The House" each position holds a vote value of 4.
- "The Senate" each position holds a vote value of 8.
- "The President" the single position holds a vote value of 16.
Definitions:
Validly Occupied: A planet is considered validly occupied when it acquires a starbase of at least the "Space Station" hull.
Adjacent:
All Senate positions are adjacent all other Senate positions, and House positions, and the President position. Likewise for the House, and President.
When moving from one band to the next: The adjacent planet is the planet closest in the next band, unless there is a closer planet, in the general direction within the present band.
Vote:
All players will have a vote when a vote is called for, which is broken into two parts:
- VC Planet seats (the total of all VC Planet points)
- Penetration: the maximum route which can be traced for a players validly occupied, adjacent planets through the bands, (Max band-Min band).
Play:
The object of the game is to become president. However, in order to do so, you must trigger a vote(by validly occupying the Presidential seat.) Each race(party) votes only for itself. The presidential race must have a vote which outweighs all other races in total. If so, the presidential race has won. If not, then concessions (bribes) must be paid and the state is in an "Overthrow" condition.
The referee will determine the concession using the following rules:
Establishing Concession:
* There is a 50% chance there is no concession.
* otherwise...
+ Determining Donor/Recipient:
- The party occupying the Presidential seat is always involved.
- The party with the next highest vote value is always involved.
(if there are two or more parties which have the same vote value,
the referee will randomly determine which is involved.)
- There is a 2/3 chance that the party with Presidential seat will be the donor.
+ Establishing Gift:
- There is a 50% chance that the gift will be minerals.
- There is a 1/3 chance that the gift will be ships.
- Otherwise, the gift will be a planet.
The donor/recipient and gift type will be announced to the involved players (This is secret) and will have to be fulfilled as soon as is possible. (The referee will act as an intermediary if needed.)
Gift Definitions:
- Minerals, the referee will randomly determine the mineral type, the amount will be 10% of the total production of the race for the year. The mineral will be delivered either using the referee as an intermediary, or via packet (note: packeting of unprotected worlds is NOT considered a gift)
- Ships, the referee will examine the designs in the donor inventory, all rated ships will be considered, however highest rated ships will have the highest weight. The referee will determine the number of ships which will comprise the gift. (the donor will have to devote 1 years production to satisfy the demand)
- Planets, the referee will examine the owned planets of the donor, and then choose all planets which fall within the receiver's sphere of influence. Planets with no starbase will be given higher weight, VC planets (President, Senate, House) will have lower weight)
Play will continue until the President has a majority vote, at which time he wins.

A couple of things:
When gen has taken place I will report on the positions in the bands of the various planets.
Also, for each player, I will delineate the minimum route to the Presidential Seat. (this should help some understand the adjacency rules better)

Well I know on the Twelve Gates thread, I lost the editing ability of the main def. Similar losses have happened on other threads where I was going back editing the main post.

Maybe you got a special limit, so you don't make your post even worse! Or even more complicated like the President game! Read the thing a couple of times, still don't get it, I'm now blaming it on a cultural thing rather than admit my own stupidity. I think I'll just join with a big bad CA, (Naturalist party? Here in Belgium the new name is "Green!") and kill everybody!
Serious: ask Ron, he is the only one who can check this for you.
