I think you have to be careful putting a hard limit on number of holds per player per game.
On the one hand, all the players want all of the other players to abide by the schedule that everyone agreed to when they signed up for the game.
On the other hand, stuff just happens IRL, and missing a turn often has catastrophic results for a player. Denying a hold request (from a player that has already used his allotment) can be tantamount to a death penalty, and the IRL circumstances could well be entirely out of the player's control. That would be frustrating not just for the player thus denied, but also for his opponents in the game, who would prefer the full challenge of facing that player's unabridged strategical mettle, even if it means waiting a little longer from time to time because the guy has a very old cat that sometimes needs urgent medial care. Or myriad other IRL exigencies.
On yet another hand, there are only so many stars players available--we kind of have to accept the pace of play that the available players set. Personally, I'd love it if everyone who signed up for a 50-hour per turn game did everything in their power to abide by that schedule, because that's what I do. If IRL gets a little busier than usual for a stretch, I'll stay up late and short myself on sleep to meet the deadline, because I'm always rabid to get to the next turn. But, if given the option between playing with the 3 or 4 players who are as crazy as I am, or playing with 7-8 players who request extensions often enough that the game really averages 2-3 turns per week--well, I'd rather play with the 7-8 players.
All of that said, I'm not a player in this game. I'm merely offering advice. Host and players, you are free to do with it what you will.

This will be used to confirm participation and to verify communication link with the host. Skoormit forwarded race files to me. Thanks Skoormit for doing player qualification. If you wish to send a tweaked race file then feel free. Just please keep it AR.
If anyone has anything to discuss before the game then please feel free. After game starts then all communication goes through the host. Email addresses will not be shared.
