Is it possible to trade MT parts? Ie, one race has the Alien miner, promised to me, and scrapping didnt work. So this has led me to believe that there is a chance this isnt possible.
Is there anyway that this is possible?

It is possible, but on a much lower percent change (and a slightly different calculation) than regular tech exchange.
The Stars FAQ has a description of this process - and it might be elsewhere on the forum as well. [At work and not able to look up a good pointer right now.]

I posted this in the section on the MT but I'll post it here as well.
To trade MT parts you can do it with scrapping (I do it all the time in my testbeds).
You need to use usually 167+ scrappers to be quite sure you wil get the part (I do not recall any instance of the transfer failing to work with 167 scrappers though it has failed with 163)
Two items to be aware of:
1. You need to scrap all teh ships teh same turn (i.e. scrap fleet/split all). Make sure that scrapping 167+ fleets in one year won't take you over the 512 fleet limit!!
2. If you dont' have the tech levels of the MT part you want, you may just get a tech level.  . Make sure you already have the tech to build that MT part!
