Hi, I have a good question.
Background:

1) I can build BBs.
2) My opponents do have movement 1 1/2 cruisers.
3) I have only range 2 normal beams and Range 3 sappers,I also can use a type of Gatling gun.
4) My opponents all have range 3 normal beams.
5) It should only be a few years until I get range 3 beams.
6) There is no immediate pressure on my empire.
1) Should I wait for the range 3 tech or build?

Should I build BBs if yes then:
1) Should I build 1 1/4 movement with full armor?
2) Should I build 1 1/2 movement with 2 armors?
3) Should I have mine-sweeping/Sappers in wings and what number?
4) Should I use capacitors(the 10% kind) or computers? Or both?
5) Should I build cruisers instead?
I believe I should wait and fully armor them and use capacitors as I should mostly face cruisers. I am using BBs like this because I have lower resources than mineral wealth.

The question is good, but what is most important you forgot:

What role shall this ship play.

Basically if you just try to counter the design you are facing you will need to wait until beamer3 available. The heavier a ship is, the earlier it will move in battle. Means your BB would move first and then the CC´s of your opponent would move out of your attack-range.

You said you are low on rssources, but high on minerals. With this I would think about Missile-ships instead of Beamers.

Just my thoughts.

If there is no immediate pressure on your empire why build ANY warships? If u build them when they are not needed then they'll just go to waste. If you want to intimidate your enemies by suggesting you have many warships then build a hundred or so scouts with a single weapon and a cheap engine. Not only can they be used later as chaff but they serve as sheer numbers of warships. Keep them hidden and claim they are cloaked and hey presto - if public scores are on then you have a bluff... but it is a bluff, don't get called.

Range 2 beams on a BB are generally not a good idea. Range 2 AMPs work on Nubians because of the massive firepower they produce and the ability of Nubians to take a severe amount of damage unscathed (lots of deflectors).

Here are a few things to bear in mind as general tidbits of ship design:

1) Do not mix ranges on a ship. You get some rather weird behavior and can get screwed easily.

2) Range 3 beamers w/move 2 1\4 can attack the Starbase in one round. Means you only have to take one round of fire from the starbse and next round all retreating ships are in range.

3) Beamers are not your first shot fleet component. Missiles are. Computers are expensive and unless required for a specific counter design computers are best left off beamers.

4) In counter design, first shot for beamers is generally more expensive than adding a little extra sheilding or firepower hence is typically not the superior counter to a given design.

5) Sappers should be balanced so that in relatively equal battles numerically, you get the enemy sheilds down in round one. Failure to do so allows regen sheilds to come into play. Usually one of the wing slots (2 weapons per slot) is sufficient to accomplish this, you might have to use both though. However you do not need to take the sheilds down with only sappers! It is better if you have enough sappers to get 75% of the sheilds down and then knock the remaining 25% down with regular beam weapons. Once sheilds are gone sappers aren't any good. I've seen lots of players try the sapper ship design or put too many sappers on.

6) Design to optimize roles. I.e. if you will be using chaffe with all your main fleets, don't put jammers on your BB's and go for the extra firepower. If you intend to use the BB's for small skirmish groups, then put one slot jammers one slot capacitors.

7) Bear in mind any design you make can be countered. The more specialized a design the easier it is to counter. The way to limit your exposure to the cycle of counterdesign is to use combined fleets consisting of missiles, beamers and chaffe.

Move 2.25 and range 3 beams do NOT shot at the base in the
first round!
(Move 3 in first turn, range 3 makes 6. Starting distance is 7)
The trick about move 2.25 is that you shoot at chaff (which have
move 1 or less) in the first turn, which is quite important!

Also I remember there is a trap when mixing sappers and range 2
beams... when fighting reg.shields you will probably never come
in range of the beamers... even not if you set the fleet to
max.damage... dont know if this has been fixed... but i remember
this existed some day...

In the other things I agree, lower range and more weight is not
a good idea...

also i like jammers on my beamers... but thats discussable...

I think I will definitely wait for range 3. However, more importantly I've now considered building up chaff instead right now. So far I have avoided war, and I wish to continue doing this since my goal is to live thru this game with what I now realize was not the most thought out race. I simply wish to build an adequate force to ward off any one thinking I'm worth killing. My race has in its advantage an odd habability and nifty IS toys so theres no reason for killing me unless I attack someone... odd isn't it I'm paranoid that I'm going to get attacked, back BACK! I say!!!! Uh Oh Uh Oh Shocked Shame

If you're IS look for some jammer 50's and build a breeder fleet. The jammers will stop nearly all missiles/torps from hitting your beamers. Bredder fleet... well thats just pop-drop-tastic

what did several times is to build battleships and put nothing
into them, except some really cheap armor to keep weight up...

i let them fly around so everybody can see them, not knowing the
design... just to hope there is no warmonger out there Smile

and do not let them take a battle to see that design...

Empty battleships - good idea, expensive though. Use armed scout ships to claim high numbers (with PPS turned on)

Another good idea (something i just thought of so i don't know exact design) - build the lowest class ships with the cheapest engine and the cheapest missile you can as long as the ship is looked at as being a capital ship. (again, only with PPS turned on)

Well on reading my last post it's obvious I need to pay more attention to my phrasing. Move 2.25 ships get you into positon to fire beginning of next round, less than that you take three rounds of fire.

Your sure about capital ship??? If I remember correct a capital ship is any ship with a battle Rating of 2000+.

Like I said - I didn't know exact design or specs.

Btw does anyone know where i can get a digital copy (pdf maybe) of the manual? Damned if I can find mine anywhere and I really should have another read through it.

If your gonna go down the "bluff my aggressive neighbour with cheap armed chaff" route, consider this...
How aggressively is he gathering information about you?
Does he/she...
A)collect information as a matter of course.
B)It's only recently he's started?
C)He is not collecting infomation about you.
The first would mean he's a good player and possibly planning a war, the second means he's possibly a good player and maybe planning a war, the third means he's not a good player but may still be planning a war. Only against C) is your bluff going to work longterm
If he does have intentions in your direction, it may not cause him to look elsewhere, he may try to match you number for number, or build fewer but heavier ships ie BB or CC.
If you build 500+ ships in 2-3 rounds. If your new design keeps running away from his scouts it's going to be fairly obvious that they ain't warships.
The bluff only works until it's found out, then the nasty neighbour thinks "Paper Tiger" and comes at you with all he's got. Particularly if border tensions and sabre-rattling have been increasing.
Go for double bluff, build all the chaff you can, while you get your wps and elec tech up, then build high jam pocket battleship beamers (that don't score over 2000 rating), with added chaff for further torp protection! Then "make a mistake" and let him see your bluff.
If he's type A) and planning a war...ignore this you're already dead!
If he's type B) it's gonna depend on tech levels, ship numbers etc.
If he's type C) it's probably a wasted effort but the surprise is fun!
Just an idea

As of these msgs have been usefull, I now have weapons 10 but I'm still going to wait. My neighbor is too occupied to figure out my ships since he has bigger fish to fry and I can gain a lot by waiting just a small amount of time:). The BB design tips helped though.
