More simpler could be:
Max 20 orbitals per player except forts(unlimited number).
Forts can not have orbital devices(gates/mass drivers).
No chaff....few races can exploit this ban. Also, definition of chaff is very broad.
I`ll be interested in this game.

all players have diplo set to enemy at all times.

- AccBBS - On
- random events - off
- PPS off
-Large / Sparse / Distant
The number of planets in the uni will be scaled to the # of players interested ~20 per player
CA - Ban
JOAT - No NAS or OBRM
-- AR Due to balance issues, also Ban
- no chaff

I use "orbital" to mean any starbase (orbital fort, space dock, space station, ultra station, death star).
I use "orbital device" to mean a stargate or mass driver.

disallow mine-allocation / mine-dodge both to minimize MM.
Remove split fleet dodge as well... you can't split your fleet to avoid combat. Slightly tough for the host to monitor though.
You are allowing the 200kt docks? (as in they aren't counted in the 20 orbital limit?)
I know my minefields.. but I'm a chaff sweeper.
