Eight players. Tiny. Packed. No comms.
"Distant" starting positions (in name only).
Acc BBS. Public player scores. Galaxy Clumping.
Victory condition: own 33% of the planets. At least 20 years must pass.
Here are the race design rules: there are no race design rules. (AR need not apply.)
Yes, eight players in a tiny. Why not? It will be fast, and it will be fun.
Some numbers:
Tiny is 400ly x 400ly.
If we define an acre as 10k square light years, this setup has one player for every two acres.
Two acres = 20k light years = the area of a circle with a radius just under 80ly.
In other words, you will start right next to someone. Or maybe two someones. Better come out swinging.

-f HE allowed?
EDIT: Those victory conditions seem a mite lax. You can achieve that without actual dominant power; is this intentional?

If you think 3i AR has a chance, bring it.
The victory conditions intend to promote instant full-scale warfare. All you have to do to win is take the territory of your two closest neighbors. If you turtle, expect to lose; someone else will achieve the victory condition by the time you are ready to come out of your shell.

Bombers/packets that early are pretty costly. Fire off enough colonisers and armed scouts such that if half of them make it you win -> victory.
Right, except that the other seven -fs will be doing exactly the same thing, leading to laser scout skirmishes and popdrop wars blanketing the whole map.
Also, I think the 800+ pts for 25 mine eff are more than your average -f HE has to spare.

Precisely.
There are 8 players, all trying to race to 33%. There aren't enough planets to go around, you see.
It's a race, and you aren't the only one running.
There is a chance that someone on the far side of the map has two weak neighbors who did not understand the implications of the victory condition when they designed their races, and you end up losing despite not being able to do anything about it.
So make sure in the game thread that everyone is aware of the implications of the victory conditions.
If you turtle, you will lose.
