If everything else fails, you can always install a lightweight linux partition and run Stars! under Wine.

Change to Window 8 or windows 8.1 in 32-bit mode.

Stars! runs normally in it.

The first time you run it, windows will ask if your sure, click "yes" and that's it.

Quote:
Switching from 64-bit to 32-bit (or doing the reverse) requires a re-install of the OS. If you have the windows 8 install disk, it should allow you to re-install the OS as the 32-bit version using the same key.

I recommend running dosbox with windows 3.1, as This makes no big changes to your computer. Of course you have to find a win3.1 installation first, but it is possible to find on the net. And max resolution will be 1024x768.
One funny thing about this approach is that when you have everything set up you may even transfer the files to your android phone and run stars there, eg with andosbox. Very Happy Not recommended for play though, just as proof of concept, as it will run horribly slow, even on a s4 Wink

Actually I run on my 2012 Nexu7 - with a physical mouse plugged in it is quite acceptable (except when you get late game, at which point turning off minefields and scanners is virtually mandated - drawing a whole map with 500 planets and teh fleets of 10 players can take 2-3 seconds, but other than that drawing speed it works fine.

Of course I prefer playing over NX using a linux server in a data centre to play - that lets me have my MM spreadsheets and starscalc etc open...
