Random events are on.
There was some discussion before the first game with this ruleset that the MT might be more unbalancing than in games that allow comms. The players voted, and random events won easily.
The game itself lasted 90 years. There were I think three MTs. I don't think they were unbalancing.
The first MT gave me the multi-function pod, which I used quite a bit on my BBs, but I don't think it unbalanced things in my favor overmuch. I thwarted my strongest neighbor from meeting this MT (guessed correctly and intercepted his freighters with my cloaked BB at the meeting point). But I lost a lot of battles with my MFP-equipped ships, so I'm pretty sure my neighbor ended up learning how to build the part eventually from the wreckage.
The next MT gave me 3 tech levels. Prop 14, Bio 14, Bio 15. I was unable to thwart anyone else from reaching it. Three free tech levels (well, virtually free; Boranium is just lying around on most of my planets) during the 2480s is nice to have, no doubt, especially if tech is a victory condition you are striving for. But it's not a game breaker.
The third MT I could not get to, since he crossed the southern half of the map and I was flush against the northern edge. But there's a chance he would have run back through space to get more business, so I might have had another chance at him had the game kept going.
