How about armed ships CANNOT fleet dodge, they must intercept opponent. Bombers, freighters, scouts, etc... can run like hell in any which way.

I still don't see any problem with it- when you tell your ships to leave your world and intercept the enemy, they're doing what they're told. When the enemy split up the can only chase one fleet, so they take the biggest blip on the RADAR.
Players just need to think before the act, and remember that what their captains see is just big and small blips on the RADAR, so they always chase the largest blip.

I disagree, a true commander would take the most menacing blip on the RADAR, the one that continues on to the world or towards the freighters in the commanders fleet. How would it look at his court martial:
Prosecutor: Can you explain why you let that fleet of bombers wipe out the planet while you chased after the enemy's freighters.
Commander: Well, gee, it was the biggest blip on the RADAR when the enemy fleet split up.
Therefore, I think there has to be some guidelines on using split fleet dodge.
Some suggestions:
1) If breaking a single fleet up into three or more fleets none of those fleets are to attack freighters, bombers, starbases, or planets of the enemy the next year (unless they all attack). (IMHO You should be allowed to leave your bombers and freighters in one group while your fighters and capital ships go in to remove the opponents offensive weapons)
2) If all of your fleets are running away and not intentionally doing any aggressive actions your fleets can break up into as many groups as they like

The back to the fleet dodge.
1) All attack
2) one group stay back (Bombers and Freighters) and rest attack
3) no splitting off freighters from attack group to pull
defenders off from main attack group?
So what about chaff mine sweeping? Is that a fleet dodge cheat?
All this is attack. Can defenders split up fleet any way they want to?
Oh yeah, game is fine by me.
