Honesty is a virtue so far as it lends itself to credibility.
Fairness is too subjective in the court of war.
True integrity is too personal a matter for [realistic] public consideration.
Victory is as high a merit as any other esteem.
Credulity trumps chivalry in any case, whether the aggressive negotiations of gunboat diplomacy or the extension of an olive branch.
Connotative qualities of honour (chiefly pride) can be a trap.
I think the distinction is significant.
