I had plenty of minerals at the planet. The production queue was only with the sb upgrade and terraforming after that. The upgrade cost was 67 res both the year I set the production and the following one when it was not completed. The planet produced 70 res (both before and after) but the upgrade was completed only to 89%.
I'm going to add an example of what occurred some turn ago when I tried to upgrade the same sb in two different planets to the same new one. Also in that turn I got weapons tech via scrapping.
planet 1:
production:31
SB upgrade cost: 25
minerals:more than necessary.
% complete the following turn: 93%
SB upgrade cost the following turn: 23
planet 2:
production: 26
SB upgrade cost: 25
minerals:more than necessary.
% complete the following turn: 78%
SB upgrade cost the following turn: 23
in both cases the SB upgrade was the only item in the queue.

I often leave 50-100 or 5% extra resources for those special upgrades/tech breaks.
Been burned too many times, not to take care...
I know my minefields.. but I'm a chaff sweeper.
I used to curse when I got stuck in traffic... till I realised I AM traffic.Report message to a moderator

bummer.. I KNEW I had read this somewhere..
so I make the ignoble mistake of not leaving a resource margin despite knowing better.... and then, AFTER I spend a couple of hours creating testbeds and writing out summaries, which proved that rounding errors weren't the cause of the failed upgrades, I finally recollected that the error margins reminded me of a topic I had read on the forums somewhere before.
Sigh, wish I remembered this two turns ago.. or even a couple of hours earlier.
Oh well, testbed is created. I'll upload it for the others.
