My understanding is...
i) it helps low growth races relative to high growth races, as the extra amount of pop, while it scales with growth rate, is still less years of growth for higher growth races. (For a 40% growth race it's 6.5 years of growth, for a 7% growth race it's 13 years.)
ii) despite the above, it hurts HPs because they don't get extra factories.
iii) despite the above, it hurts ARs because they like the extra time to colonise planets and research energy more than pop growth alone.
Is this about right?

Do you think the impact is material? Also, isn't the point of a -f to spend more resources in tech than factories?
I'm not disagreeing with your conclusion; I am looking to understand it better.

Basically, -f likes AccBBS for the same reason HP hates it - no factories.
A -f race will have similar growth to an HG (HG at 18-19%, -f at 19-20%), so the pop effect is irrelevant.
However, the HG will have those 9 turns to build factories, which is a compounding effect (it brings in more resources later), while the -f can only research tech. Additionally, the -f's better hab is useless during the 10+ years of homeworld growth. All this means that instead of taking a significant while to pull in front, the HG pretty much starts ahead of the -f in resources, significantly shortening the -f's "honeymoon period". It's not nearly as much of an effect as, say, 3i HE vs. HG or HG vs. AR, but it is worth noting.
-f HE is very much the exception, though, because they actually have significantly more growth than an HG (26-30%) and thus have the pop effect working against them with AccBBS - and additionally they have serious trouble getting mobile fast enough, since they start over 25%.
So, I guess the approximate order, from liking AccBBS most to least, is something like...
3i HE >> -f > HG > HP >~ -f HE >~ AR
(3i HE gets a vast boost from AccBBS, 2 or 3 extra turns' worth of growth, and is nigh-unplayable without it.)

Thanks for explaining.
At the risk of digressing from the topic at hand - it's a small digression - does anyone play -f HEs? I can't imagine having only half a planet's pop to work work - that race must have to spread like wildfire to compete?!?

Yeah, micro hell and extremely poor long-term but stupendously fast out of the gate (IIRC you can get 5k by 2420 or better).
They're banned for duelling, which is where they're most effective. In PBEMs they either tend to get mobbed or peter out thanks to the tiny max planet size of 550 resources. The amount of space you need to take on an HG with its feet under it is not normally attainable.
I testbedded one once, and despite my awfully crappy micro and fairly bad hab draw (got something like 10 reds before finding a green) got colloidal cruisers at 2418.
The race was something like:
HE
ISB, NRSE, OBRM, NAS, RS
Grav+Temp immune, very narrow and near-edged rad
15(30)%
1/1000
-f
10/3/8
2.5 or so cheap
...
There is a modification to the design that could be effective in the longer term (haven't tested it as of yet). If, instead of -f settings, you take Feds factory and mine settings, you can still get bi-immune and a growth rate of 22%. By initially ignoring factories you could probably take out one neighbour (you're still faster than any -f), and with twice as much space you might be able to compete with another HG.
